Freedom Mobile (owned by Quebecor) built its own network, which is strong in and around major urban centres and has expanded considerably. Outside cities it relies more on roaming, and coverage is thinner in rural and remote areas.

Two things to settle before you compare prices. First, Freedom sells in Alberta, BC, Manitoba and Ontario only — its own site offers no other province. In Quebec, Quebecor sells Videotron instead; in Saskatchewan and Atlantic Canada, Freedom simply isn’t available, so Public Mobile wins by walkover. Second, Freedom prices the same tier differently in each market it does serve.
